Currently 40% of the learners are unable to pay school fees and it is anticipated that next year this number will increase.
If left unattended, this situation will lead to the loss of those teaching posts which at present are subsidised by the school governing body. This, in turn, will lead to reduction in the number of subjects offered and a drop in the quality of teaching. As a result, it is anticipated that some paying learners will leave Swellendam to attend schools in larger cities which will further aggravate the cash flow problem of the school.
As has been illustrated in other small towns, the problems of the school have a knock-on affect on the economy of the whole town. It will be difficult to attract qualified personnel to businesses in Swellendam as their children will not be able to study the subjects of their choice at the high school. It will be difficult to attract quality teachers because of the shortage of funds and facilities. Once businesses find it necessary to relocate to the larger towns because they cannot attract staff, the economy of Swellendam will enter a downward spiral that will eventually affect the value of property as well.
